Post Title:  Radiography Service Manager I (Deputy RSM)
Post Status: Permanent & Temporary post

Location Beaumont Hospital and Affiliated Sites   
Reports to: Radiography Services and Business Manager
Salary Appointment will be made on Radiography Service Manager I salary scale (€67,373- €80,414) at a point in line with Government pay policy.

Position Summary General
• Responsible for ensuring the delivery of an efficient, effective quality Radiographic service to patients.
• Maintain a calm and controlled style across all situations. Flexible during challenging times, despite setbacks and the pressure of the role. Instil pride and a common sense of purpose in the team
• Ability to manage in a rapidly changing environment and the willingness to undertake additional duties as may be assigned from time to time
• Motivate staff towards the provision of a quality service and demonstrate significant energy and enthusiasm for one’s work and profession
• Use his/her professional expertise and management experience to understand and evaluate problems and demonstrate sound practical judgement and decisiveness.
• Advice on equipment selection, purchase, replacement and upgrading when required. Facilitate the participation of nominated Radiographers in this.
• Responsible for the deployment of Radiographers on a 24hr basis to include daily and on-call rotas.
• Responsible for responding to service priorities and redeploying resources as appropriate. Liaise with the Clinical Specialist Radiographers on operational matters
• Responsible for updating the Directorate Management Team on issues relating to staff and other matters of relevance as appropriate.
• Responsible for ensuring that the necessary stock levels of Radiographic consumables are maintained at all times.
• Will be required to act on the management side of any union negotiations
• Keep the Radiography Service Manager II (RSM II) appraised of any significant development within his/her area of responsibility and perform such additional duties as may be assigned from time to time.

Responsibilities

Principal Duties and Responsibilities:

 

Professional
• Work with the Clinical Specialist Radiographers to facilitate the rotation and training of staff in order to maintain optimum skill mix and to allow for Continual Professional Development of Radiographers.
• Maintain up to date knowledge of clinical, technical and professional developments relating to radiography and facilitate implementation of same.
• Actively participate in facilitating continuing training, education and research activities for Radiographers.
• Identify training requirements of Radiographic staff as appropriate to the delivery of a Diagnostic Imaging Service.
• Responsible for maintaining high standards of professional practice by Radiographers and other staff as appropriate.
• Adhere to the Professional Code of Conduct for Radiographers.
• Ensure all radiographers are fully compliant with registration requirements for CORU, the Health and Social Care Professionals Council
• In conjunction with the RSM II, ensure the appropriate support and consultation from Colleges, that relevant undergraduate and postgraduate courses are facilitated and co-coordinated in accordance with the relevant guidelines

Quality
• Assist in the development and maintenance of a Quality Assurance Programme.
• Investigate and take appropriate action in accordance with hospital policy in relation to complaints, accidents and incidents. Record, complete a report and communicate these in line with departmental protocol and organizational policy.
• Ensure that all hospital policies eg infection control, health and safety, trust in care, dignity & respect are understood and complied with by all Radiographers. Ensure that all departmental protocols and procedures are adhered to.
• Work with the relevant staff to ensure accurate records of equipment service, maintenance and performance as required and co-ordinate preventative maintenance schedules in accordance with clinical demand.
• Liaise with Technical Services on day to day maintenance and cleaning staff on day to day cleaning of Department.

Health and Safety
• Responsible for the general health and safety of patients and staff within the Department.
• Record and report on all incidents of injury/accident involving staff and/or patients.
• Promote awareness of Radiation Protection issues relating to the Diagnostic Imaging Service within the Department.
• Responsible for the day to day implementation of “best practice” in relation to the irradiation of patients.

Human Resources
• Participate as required in Human Resource planning, recruitment, selection, induction and probation of Radiographers. Ensure that all Hospital PPPGs in relation to these are complied with.
• Ensure the optimum and effective use of Radiographers through efficient rostering, skill/grade mix planning, work load measurement and staff deployment, including cover for emergency service, working closely with the RSM II (and/or designate) in order to achieve this.
• Participate as required in staff development and individual performance review process and foster a high level of morale among staff by effective motivation and communication.
• Assist in the on-going training of staff both generally and professionally to ensure staff reach their full potential and work to the overall benefit of Beaumont Hospital.
• Aim to motivate staff and promote healthy working relationships with a key focus on ensuring dignity and respect is in place
• Monitor and take a lead in the management of absenteeism in accordance with Hospital policies and procedures.
• In conjunction with the RSM II ensure any Human Resource issues are resolved as efficiently and effectively as possible. Work closely with individuals involved in incidents, injuries, complaints etc. to ensure situations are resolved as effectively as possible. Maintain accurate comprehensive records of all actions taken.
• Be responsible for controlling, monitoring and compiling reports on Radiographer’s accessing annual leave etc. in consultation with the RSM II. Work closely with the Clinical Quality and Risk Manager and Clinical Specialists to ensure the availability of an adequate skill-mix of staff in all areas.

Finance
• Collate data on pay expenditures and identify potential for efficiency saving through improved practices and innovations
• Delegate as appropriate, budgetary control and assist in the implementation of monthly expenditure audit systems
• Authorise on-call payments for Radiographers up to and including Clinical Specialist radiographer level.
• Contribute to Directorate financial and service planning

Communications/ Working Relationships

The post involves a high level of communication with staff of various levels of seniority and from many disciplines within the Imaging and Interventional Radiology Directorate and throughout the Hospital e.g.,

o Medical Staff, Nursing Staff, clerical administrative staff, health and social care professionals, and support staff.
o Finance Department
o Human Resources
o Medical Physics & Clinical Engineering
o Technical Services Department Supplies Department.

The post holder also has a key role to play in dealing with patients and the public and striving to solve problems and, address concerns.

• Maintain good collaborative working relationships and communications with appropriate statutory, professional and voluntary organisations responsible for and/or participating in health care.

Qualifications

Mandatory:

 

Statutory Registration, Professional Qualifications, Experience, etc.
(a) Candidates for appointment must:
(i) Be registered, or be eligible for registration, on the Radiography Division of
the Radiographers Register maintained by the Radiographers Registration
Board at CORU. (https://www.coru.ie/)
And
(ii) Have 6 years fulltime (or an aggregate of 6 years) post qualification clinical
experience.
And
(iii) Possess a minimum of 10 postgraduate ECTS credits or equivalent relevant
to the profession or the management of the profession as adjudged by the
HSE and verified by the IIRRT** (see Note 1 below).
And
(b) Requisite Knowledge & Ability
Have the requisite knowledge and ability (including a high standard of
suitability, managerial, leadership and professional ability) for the proper
discharge of the duties of the office.
And
(c ) Provide proof of Statutory Registration on the Radiography Division of the
Radiographers Register maintained by the Radiographers Registration Board
at CORU before a contract of employment can be issued.
2. Annual Registration
(i) On appointment practitioners must maintain annual registration on the
relevant division of the Radiographers Register maintained by the
Radiographers Registration Board at CORU.
And
(ii) Practitioners must confirm annual registration with CORU to the HSE by
way of the annual Patient Safety Assurance Certificate (PSAC).
3. Age
Age restriction shall only apply to a candidate where s/he is not classified as a new
entrant (within the meaning of the Public Service Superannuation (Miscellaneous
Provisions) Act, 2004). A candidate who is not classified as a new entrant must be under
65 years of age on the first day of the month in which the latest date for receiving
completed application forms for the office occurs.
4. Health
Candidates for and any person holding the office must be fully competent and capable of
undertaking the duties attached to the office and be in a state of health such as would
indicate a reasonable prospect of ability to render regular and efficient service.
5. Character
Candidates for and any person holding the office must be of good character.
