Specialist Medical Scientist

Position Summary:

The Specialist Medical Scientist: Blood Transfusion (Cellular Therapy) will in co-operation with the Consultant Haematologist and Chief Medical Scientist, plan, manage, and oversee operations and workflows in the implementation of a National Cancer Control Programme (NCCP) for Cellular Therapy Centre in Beaumont Hospital to deliver licensed CAR-T and other cell therapies to Beaumont Hospital, HSE Dublin and North East.

Key Duties & Responsibilities:

• To perform his/her duties under the general direction of the Consultant Haematologist /Chief Medical Scientist.
• To perform all aspects of technical work to the highest standard.
• To supervise and provide guidance and support to senior medical scientists and medical scientists in the performance of their duties.
• To organise the technical programme so that work patterns are efficiently maintained.
• To carry out routine inspections of laboratory equipment in his/her charge and to ensure that the equipment is properly maintained and kept in serviceable condition.
• To collaborate with the Chief Medical Scientist in the maintenance of efficiency and the introduction of new methods in the laboratory.
• To assist in training of laboratory staff.
• To assist in implementing measures for the safety, health and welfare of all the staff.
• To assist in the training of student medical scientists, on call personnel, junior medical staff and visiting workers as required.
• To assist in compliance with requirements of Human Tissue Authority (HTA) for product procurement, Health Products Regulatory Authority (HPRA) for Tissue Establishment and ISO 15189.
• To represent the Consultant haematologist/Chief Medical Scientist at meetings when required.
• To attend courses and meetings as appropriate to maintain up to date knowledge.
• To undertake CPD.
• To perform any other duties as may be appropriate to the grade.

Mandatory:

1          STATUTORY REGISTRATION, PROFESSIONAL QUALIFICATIONS, EXPERIENCE, ETC.

(i)        CORU Statutory Registration Be registered, or be eligible for registration, on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU.

OR

(ii)       Applicants who satisfy the conditions set out in Section 91 of the Health and Social Care Professionals Act 2005, (see note 1 below*), must submit proof of application for registration with the Medical Scientists Registration Board at CORU. The acceptable proof is correspondence from the Medical Scientists Registration Board at CORU confirming their application for registration as a Section 91 applicant was received by the 30th March 2021.

(iii)      Have the requisite knowledge and ability (including a high standard of suitability and professional ability) for the proper discharge of the duties of the office.

AND

(iv)      Provide proof of Statutory Registration on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU before a contract of employment can be issued. Applicable to Section 38 applicants only).

(a)      Professional Qualifications and Experience

Each candidate must, on the latest date for receiving completed application forms for the office:

(a)      Candidates for appointment must possess:

(i)        Bachelor of Science (Honours) in Medical Science from the Galway/Mayo Institute of Technology (GMIT).

Or

(ii)       Bachelor of Science (Honours) Biomedical Science, Dublin Institute of Technology (DIT).

Or

(iii)      Bachelor in Science Honours degree in Biomedical Science from the Joint University College Cork – Cork Institute of Technology course

AND

Diploma in Clinical Laboratory Practice

Or

(iv)      Certificate in Medical Laboratory Science, Dublin Institute of Technology (DIT), Cork Institute of Technology (CIT) or Galway/Mayo Institute of Technology (GMIT)

AND

Bachelor in Science (Applied Science) Honours degree (Biomedical option) from the University of Dublin/Dublin Institute of Technology (Awarded prior to 2002)

Or

(v)       Bachelor of Biomedical Science, Cork Institute of Technology (CIT)

AND

BSc (Honours) Biomedical Sciences, University College Cork (UCC). (Awarded prior to 2013)

Or

(vi)      Diploma in Medical Laboratory Sciences of the Dublin Institute of Technology, (DIT) or the Cork Institute of Technology (CIT) (Awarded prior to 1994).

Or

(vii)     Certificate in Medical Laboratory Science awarded before 1997 by Dublin Institute of Technology (DIT), Cork Institute of Technology (CIT) or Galway/Mayo Institute of Technology (GMIT).

Or

(viii)    An equivalent qualification validated by the Academy of Clinical Science and Laboratory Medicine (ACSLM).

And

(ix)     Possess one of the following NFQ Level 9 post graduate qualifications or equivalent qualification at minimum Level 9 validated by the Academy of Clinical Science and Laboratory Medicine;

• MSc Clinical Laboratory Science, Dublin Institute of Technology.
• MSc Clinical Laboratory Science, Technological University Dublin (TU Dublin).
• MSc Clinical Chemistry, University of Dublin, Trinity College.
• MSc Biomedical Science, University of Ulster.
• MSc Biomedical Science, Cork Institute of Technology / University College Cork.
• MSc Biomedical Science, Munster Technological University (MTU)/University College Cork (UCC).
• MSc Molecular Pathology, Dublin Institute of Technology / University of Dublin, Trinity College.
• MSc Medical Science, Atlantic Technological University (ATU)

Or

(x)      Have attained the Fellowship examination of the Institute of Biomedical Science (Awarded prior to 1999).

And

(xi)     Possess four years full time clinical experience (or an aggregate of four years’ clinical experience) as a medical scientist in a clinical diagnostic laboratory since qualifying as a medical scientist. And (xii) Demonstrate evidence of Continuous Professional Development.

And

(b) Candidates must have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.

And

Demonstrate the following Technical and Clinical Competencies

1. Clinical laboratory and scientific expertise in T cell processing, storage and laboratory management in relation to the processing and delivery of CAR-T products.
2. Senior management and leadership experience in development of new laboratory processes and laboratory service delivery.
3. Knowledge of reporting, data analysis and audit – this includes engagement with pharmacy colleagues and cell therapy manufacturers and regulatory authorities as required.
4. Excellence in training and teaching of laboratory staff in cellular therapy and related quality processes.
5. In depth knowledge of best practice national and international guidelines and protocols in laboratory medicine and cellular therapy.
6. Actively research and develop cellular therapy strategy within the hospital and contribute to strategic development of cellular therapy service development and delivery.
7. Knowledge and experience in the laboratory implementation and quality aspects of the ISO5189 quality management system and Irish National Accreditation Board as it applies to cellular therapy.
8. Knowledge and experience in the implementation of Human Tissue Authority (HTA) for product procurement, Health Products Regulatory Authority (HPRA) for Tissue Establishment.

Note 1*

Section 91 candidates are individuals who qualified before 31st March 2019 and have been engaged in the practice of the profession in the Republic of Ireland for a minimum of 2 years fulltime (or an aggregate of 2 years fulltime), between 31st March 2014 and 31st March 2019 are considered to be Section 91 applicants under the Health and Social Care Professionals Act 2005.

2          ANNUAL CORU STATUTORY REGISTRATION

(i)        On appointment practitioners must maintain annual registration on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU.

AND

(ii)       Practitioners must confirm annual registration with CORU to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC). 

If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/ Public Service pension comes into payment during the appointee’s re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
